Aviation clerk wins scholarshipDate Posted: 2004-07-16   Lance Cpl. James J. Palmer received the 2004 Welcome Marine Program scholarship through a decision made by a board consisting of Reiko Tamura, the president of the Tokyo-based WMP philanthropic organization, and Toshiya Hoshino, Ph.D., a professor at the Osaka School of International Public Policy, Osaka University. “I chose him because of his positive attitude and aggressiveness,” Tamura said. The annual scholarship is for the benefit of U.S. service members in Okinawa who wish to continue their current study at the university level on military bases as part-time students or those who want to proceed to a university after leaving from the military. Each of the applicants was required to write an essay on how they feel the scholarship will contribute to their future plans and submit recommendation letters from their commanders. The selection board looked for applicants with knowledge of international issues, who could present their personal views about the global role of Japan and who had an interest in the United States-Japan Security Treaty, according to Tamura. Palmer, a Two Rivers, Wis., native, will also attend the WMP trip to Tokyo, which invites 40 service members who are new to Okinawa to take a 10-day trip to Tokyo to experience many of the cultural aspects of Japan. He will be formally recognized at a dinner in Tokyo July 16 attended by members of the Japanese legislature and ambassadors from the United States and Japan. A member of the Japanese legislature will present the scholarship to Palmer, according to Tamura. “I feel the trip will let me get a real taste of Japanese culture,” Palmer said. “It’s a great honor to be selected for a scholarship.” With the scholarship money Palmer wants to attend either San Diego State University or the University of Las Vegas to earn his bachelor’s degree in international business relations. He wants to work with the finances of a company that does regular business with Japan and eventually open his own company. Palmer is currently enrolled in online courses with University of Maryland where he studies business management and accounting and has previously taken philosophy and psychology.
